Advice on a proposal

Good day all.

I just got out of a meeting with our human resources manager where I asked him if the company would pay for me to get qualified training as a bodyguard. He said it sounds like a good idea and I should type up a proposal en he will take it to the CEO(My client).
Please guyes I need some good advice on how to put together this proposal. What can I list as good valid points for them to seriously concider sending me for training?
