The EP course I took recently emphasized the basics of C&E.
The trainers were 2 New York Police Officers who were trained by DSS and that was their main responsibility. That being said, gear was simple and it consists of the following:
a. flash light
b. pen
c. notepad
d. radio
No weapons at this stage and that depended on the threat level.
It was the CAT (counter assault team) that carried the 'heavy' gear and overwatch was their responsibility.
PSD and their AO would determine gear sophistication.

Good list, to which I'd like to add a watch and a cell phone.
I'm also a KISS guy, and can't believe how many people work without at least a pen and notebook at the ready.
Also surprising is how many folks don't realize the need for a light on daytime assignments.

I'm a Kiss guy also and agree with SOCAL as well that a cellphone is essential. In Baghdad it was required because radio transmission was frequently poor depending on your location, but we always had cell coverage (the bad guys relied on cell coverage). Something else to consider is a GPS especially in unfamiliar cities where street signs are non-existent, as here in the Philippines.

Yes, it's hard to imagine operating without cells anymore. I need to get on board with GPS, too... The Thomas Guide ain't cuttin' it anymore: clients expect us to jump into a car without notice and know how to drive them anywhere.

Some of the best four letter words in the vocabulary of MAN errrrrrrr.. and Woman... (wanna make sure I stay PC here).. Keeping it stupid simple has kept my bacon out of the fire more than once or twice... It requires a thought process often outside the box.. But none the less there must also be a certain amount of a thing that seems to be missing frequently here in the world.. That would be COMMON SENSE....

The U.S. soldier is the most heavily equipped warrior in the world, probably closely followed by the U.S. cop, and I suspect, some EP agents and security guards as well...
More tools in the box, more options, yada, yada, yada...
In reality, "beware of the man with one gun": the more toys, the less time to train on each. Plus now they're developping exoskeletons to bear the load and we civvies don't have that luxury.
Amazing the amount of "crap" we leave home after a few years on the job. Also amazing how much damage our backs, knees, etc. end up taking.
Yes, you can tell the pro by his tools, but batbelt = newbie (or mall ninja).

Exactly.... The tools tell the story... Today on the runway we have LT dressed in his complete 5.11 outfit.. His tac vest is done in black with 3 AR 15 mag pouches capable of holding 2 magazines per pouch conviently located on the lower left front side of the vest, it is elegant and stands to have easy access for rapid insertion of the magazine into the AR 15 / M16. Also located on the upper right side of the vest are two pistol magazine pouches capable of holding one pistol magazine each... there are multiple larger pockets on the vest for holding gloves and other miscellaneous equipment that may be needed...
Lt is also wearing a black 5.11 polo shirt with pen holder in the left sleeve of his shirt, which is smartly tucked into his Khaki colored 5.11 tactical pants. For foot wear, LT is wearing the latest and greatest 5.11 black colored 8" boots, on the outside of each of the boots there is a small pocket that will hold a knife of various sizes...
