Responsibilities
The Department of Safety and Security (DSS) provides guidance and leadership to the decentralized United Nations security management system in order to ensure the safety and security of United Nations staff, operations and premises at United Nations Headquarters, Offices Away from Headquarters and in field locations. The Under-Secretary-General (USG) is responsible for the safety and security of more than 100,000 United Nations staff members and an estimated 300,000 dependents at over 150 duty stations around the world, including many which are at high risk. Under the general direction of the Under-Secretary-General (USG) for DSS, the Director of the Division of Headquarters Safety and Security Services manages, directs and coordinates the work of the Division and provides policy direction, operational guidance and overall technical supervision to the Safety and Security Services in New York and other headquarters locations around the world. The incumbent oversees the management of activities undertaken by the Division; provides programmatic/substantive contribution to the Department, and ensures that programme activities are carried out in a timely manner, coordinating work both within the Division and Department, and with other organizations of the UN system and Member States as appropriate. He/she makes recommendations to the USG on all safety and security policy matters. He/she plans and develops emergency response procedures and business continuity plans for the Organization, and directs the response to emergency situations and crisis management. He/she, as chair of the United Nations Security and Safety Service Network (UNSSSNET), develops common standards and practices for safety and security services at UNHQ, and for all other overseas UN duty stations. The Director represents the Organization at international, regional and inter-agency meetings, seminars and other forums on security and safety issues, as appropriate. The Director oversees relations with senior officials of city, state, federal, and international law enforcement and other agencies on policy and operational issues.

Judgment/Decision-making: Identifies the key issues in a complex situation, and comes to the heart of the problem quickly; gathers relevant information before making a decision; considers positive and negative impacts of decisions prior to making them; takes decisions with an eye to the impact on others and on the Organization; proposes a course of action or makes a recommendation based on all available information; checks assumptions against facts; determines the actions proposed will satisfy the expressed and underlying needs for the decision; makes tough decisions when necessary. Communication: Excellent ability to defend and explain difficult issues with respect to key decisions and positions to staff, senior officials and members of intergovernmental bodies. QUALIFICATIONS

Education
Advanced university degree (Master’s degree or equivalent) in law, criminal justice, public administration or similar with emphasis on management. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
Minimum of 15 years of progressively responsible experience in security, police or military service. Extensive managerial experience and comprehensive knowledge of safety and security programmes. Experience at the international level is highly desirable.

Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in written and spoken English required. Knowledge of another official UN language is an advantage.
